A position is not a unit, and audits ask about units

Most fire equipment spreadsheets are organised by position - level 2 kitchen, workshop door, plant room - because that is how you walk a building. It works until an item moves. A unit gets condemned and replaced, a fit-out shifts a position, a contractor swaps a cylinder rather than recharging it. Each of those is invisible to a register keyed on position: the row still exists, it still has a recent date, and it still reads as compliant. Keying the register on the unit instead, with location as one of its properties, means a swap is an event with a date rather than a silent overwrite. It also surfaces a pattern worth knowing - a position that has consumed three units in two years is telling you something about that location, not about the extinguishers.

Routine check, periodic service and pressure test are three different obligations

AS 1851 does not define one interval per extinguisher; it defines different service activities, each with its own frequency and record. Teams that flatten this into a single "last inspected" column lose the ability to tell whether the overdue item is an internally assigned check or work that needs a suitably qualified contractor. The two can have very different lead times. Holding each service activity on its own schedule keeps the obligations separable, so the due list can be filtered into what your procedure assigns internally and what needs a contractor booked.

The problem

Fire equipment inspection is the compliance job most likely to be technically done and practically unprovable. The checks happen, usually by a contractor, and the tags on the units say so. But the register is a spreadsheet of positions rather than units, the service reports are PDFs in an email folder, and nothing connects the two. So when a unit is swapped during a fit-out, or a position quietly loses its extinguisher, the spreadsheet keeps saying the site is compliant. The gap only surfaces at an audit, or worse.
