What is a scissor lift 10-year major inspection checklist?

A major inspection is the deepest planned assessment in the scissor-lift inspection cycle. The Safe Work Australia model Code of Practice says EWPs should receive a major inspection after 10 years of service and every 5 years thereafter, or earlier when the manufacturer or a competent person recommends it because of use, damage, modifications, missing records or identified concerns.

The major inspection involves dismantling and examining critical components as necessary and assessing and recording the serviceability of each component or assembly. The manufacturer instructions and competent-person inspection plan determine which components require strip-down, surface preparation, NDT, repair or testing. Different parts of the work can require different mechanical, structural, electrical, engineering or NDT expertise.

This checklist is a planning and records aid, not a universal technical procedure or certification. Keep the EWP out of service until identified safety issues are rectified and the competent person responsible for the relevant scope confirms it is safe for continued use. Confirm jurisdiction-specific requirements with the local regulator.

How to use this scissor lift 10-year major inspection checklist

  1. Perform pre-strip functional testing before any disassembly begins.: Run a full operational cycle including raising, lowering, driving and steering. Test all emergency stops, the emergency descent system, tilt sensor and alarm, overload protection, pothole protection bars, limit switches and dead-man controls. Record any pre-existing faults. This establishes a baseline and identifies issues that require attention during the strip-down.
  2. Dismantle and prepare critical components to the extent required by the inspection plan.: The manufacturer or competent person should identify the critical components and access needed for complete examination. Remove covers, grease, corrosion or coatings only where required for the selected inspection or test method, while controlling damage and contamination risks.
  3. Perform appropriate structural examination and NDT where specified.: The competent person should select the areas, method, access preparation and acceptance criteria from the component material, geometry, history and manufacturer information. Record the NDT personnel competence, equipment, results and any restrictions. Measure wear against manufacturer tolerances.
  4. Inspect hydraulic components and complete only the required dismantling or corrective work.: Assess cylinders, rods, seals, pumps, motors, valves and hoses against manufacturer limits. Dismantle, repair or replace components when the inspection plan or findings require it, then test the completed work using the specified procedure and acceptance criteria.
  5. Inspect and test electrical, mechanical and platform components.: Inspect the complete wiring loom for damage, chafing and rodent damage. Test all platform and ground controls. Load test batteries and test the charger. Inspect connectors, terminals and junction boxes. Strip and inspect drive motors and gearboxes. Test brakes for holding capacity. Inspect steering components, tyres, wheels and outrigger mechanisms. Check guardrails, toeboards, gates and the platform floor for structural integrity.
  6. Complete the specified functional, stability or load testing.: Use the manufacturer or competent-person test procedure, specified load, calibrated equipment and acceptance criteria for the exact model. Record the method, equipment identification, readings, result and person responsible. Do not infer a generic proof-load percentage from this checklist.
  7. Reassemble the machine to OEM specifications, calibrate safety systems, and issue certification.: Reassemble all components to manufacturer specifications and verify the safety systems using approved procedures. Close or clearly record every corrective action. Issue a report identifying the machine, inspection type and scope, components assessed, methods, findings, repairs, results, competent people and future inspection recommendations.

How often should you complete this checklist?

The Safe Work Australia model Code of Practice says EWPs should receive a major inspection after 10 years of service and every 5 years thereafter. Earlier inspection can be recommended by the manufacturer or a competent person because of heavy use, damage, modifications, missing records or concerns found during other inspections. Confirm the due date and legal application with the manufacturer, service history and local regulator.

Ask the provider for a written programme covering dismantling, examination, testing, likely corrective work, reporting and the conditions for return to service. Repairs or additional testing can extend the original estimate.

Obtain a written quote separating inspection, testing, parts, repairs and reporting. Passing an inspection does not guarantee a fixed additional service life; future use and inspection recommendations still apply.
