What is a electrical safe work method statement (swms)?

An electrical Safe Work Method Statement (SWMS) is the high-risk construction work document that sets out how electrical work near or on energised installations will be done safely. It records the job and site, the workers and their electrical licences, the plant and test equipment used, and a row for every work step showing the hazard, the risk rating, the control measures and how each control will be implemented, monitored and reviewed. For electrical trades it centres on isolation and proving dead, lock-out and tag-out, testing before touching, and the strict conditions under which any live work is permitted at all.

An electrical SWMS matters because electrical work is one of the highest-risk activities on any site and, when carried out as construction work near energised installations, is named in the high-risk construction work categories of the model WHS Regulations (in Victoria, the Occupational Health and Safety Regulations 2017), which require a SWMS to be prepared before the work starts. It keeps the isolation and testing sequence explicit so a crew cannot skip a step under time pressure, and it ties the controls to the specific installation or asset being worked on. How to use this electrical safe work method statement (swms)

  1. Plan the job and confirm competency: Define the electrical work, the installation and the site, then confirm every worker holds the electrical licence for the task and any high-risk work licence needed. Electrical work is named high-risk construction work, so the SWMS must be prepared and understood before anyone starts, not written up afterwards to close a file.
  2. Set the de-energise default and isolation points: Identify every switchboard, circuit and source that must be isolated, and make de-energising the standard approach. List the isolation points in the order they will be locked and tagged, so the crew works to a fixed sequence rather than deciding isolation on the fly at a live board.
  3. Isolate, lock, tag and prove dead: Isolate each source, apply personal locks and danger tags, then prove the circuit dead with a tested and verified voltage instrument before any contact. Record the test-before-touch step explicitly, because assuming a circuit is dead without proving it is the single most common cause of electrical fatalities.
  4. Rate hazards and apply controls per step: For each work step, score the risk and apply controls down the hierarchy, then note who implements each control and how it is monitored. Set out the strict conditions and authorisation for any live work where de-energising is not reasonably practicable, and keep that as the exception rather than the norm.
  5. Sign on, monitor and review: Every worker reads and signs on to the SWMS before starting, and the supervisor authorises the job. Keep the SWMS at the work front, stop work and revise it if the scope or conditions change, and review it after the job or any incident so the isolation and testing controls stay current for the next crew.

How often should you complete this form?

Prepare an electrical SWMS before the high-risk construction work starts, and review it whenever the work method, the installation, the crew or the site conditions change. It must be kept available for the duration of the work and produced on request by the regulator or principal contractor.

Stop work and revise the SWMS if a control is not being followed or is not working, then re-communicate the change and have the crew sign on again. Formally review the master SWMS after any incident or near miss, after a change to the electrical installation or method, or when a relevant standard or regulation changes.

Frequently asked questions

The SWMS must identify the hazards, set out the control measures, and describe how the controls will be implemented, monitored and reviewed. Electrical work also carries separate licensing duties under your state or territory electrical safety law.

The default is to de-energise. Live work should only be considered where it is not reasonably practicable to de-energise, for example where testing or fault-finding genuinely requires the circuit energised, and then only under strict conditions with the right controls, competent workers and authorisation. The SWMS should treat live work as a tightly bounded exception, spell out those conditions, and require additional controls such as insulated tools, barriers, a safety observer and a voltage rescue plan.

The person conducting the business or undertaking that carries out the high-risk construction work is responsible for preparing the SWMS, and it should be done in consultation with the electrical workers who will do the job. Each worker reads and signs on to confirm they understand the hazards and controls before they start, and anyone joining later signs on before beginning. A supervisor or responsible person authorises the work.

A JSA is a general task-based risk assessment that breaks a job into steps and lists hazards and controls, and it is not a legislated document. An electrical SWMS is the specific document the model WHS Regulations require for high-risk construction work: it must not only identify hazards and controls but also describe how each control is implemented, monitored and reviewed, and it must be kept and produced on request. For electrical construction work you need a SWMS, not just a JSA.
